Community & Strategic Planning Collaborative

The mission of the Chester County Juvenile Probation Department (in partnership with the Coatesville Community Development Corporation for DMC), is to create balanced and restorative plans for adjudicated youth that involve their families, victims, and the community to ensure accountability for harm caused and development of valued skills. This mission is in line with Pennsylvania’s juvenile justice system’s philosophy of balanced and restorative justice.

The task of the DMC-CASP Collaborative is to reduce Relative Rate Index (RRI) statistics, which currently place Chester County in the top 10 Disproportionate Minority Contact (DMC) counties in the state as noted by the Pennsylvania Commission on Crime and Delinquency (PCCD) DMC Subcommittee with the Communities and Strategic Planning (CASP) Reduction Model Curriculum.

RRI Data suggests that the county has the opportunity to impact positive change through DMC interventions and best practices in restorative justice. More consistent results can be captured in the OJJDP Community and Strategic Planning Model: Identification, Assessment/Diagnosis, Intervention, Evaluation/Performance & Measurement, and Monitoring on a sustained continuum to:

  • Reduce the disproportionately high number of African American and Latino & Hispanic American youth in the juvenile justice system 
  •  Implement and promote DMC awareness education throughout the county, with specific focus in the regions where actual DMC is diagnosed.
  • Implement restorative justice practices and  expand prevention intervention programming already in the county’s most critical RRI locations.
  • Achieve the county’s goal of balance and the CASP Committee’s goal of reduction in the disparate treatment of minority youth.
